CRADA CONFERENCE CALL FOLLOW UP – JUNE 13, 2008

TO:  NAVREF Members
FROM:  Barbara West, Executive Director

Many thanks to everyone who participated in the conference call with Jeff Moore and Renée Szybala on June 12. Please see below the follow up documents that were promised during the call.

  1. Recommendations for Study Monitor Access
  2. VAMC and NPC TTP Contact List by City
  3. CT CRADA SOPs
  4. CT CRADA Annotations
  5. CT CRADA Legal Review Process
  6. Robin Tippey’s List of In Process and Executed CRADAs

Note from Jeff regarding the VAMC and NPC TTP Contact List: The TTP contact identified (Jeff Moore, Kris Burton or Ken Levin) is the VAMC and NPC point of contact for all matters related to CRADAs. When submitting CRADAs for review, send them to the designated POC with a copy to Amy and Renée. However, NPCs should still feel free to contact Jeff or Amy if needed. Jeff continues to handle master CRADAs so all inquiries about masters should be directed to Jeff.

Note regarding S. 2926: To clarify the proposed provision that would allow NPCs to reimburse OGC for legal services related to CRADAs: No funds would be paid directly by NPCs to any VA attorneys. The intent is to provide OGC with additional resources for services and training related to CRADAs. The applicable clauses are provided below:

`(D) [NPCs may] reimburse amounts to the appropriation account of the Department for the Office of General Counsel for any expenses of that Office in providing legal services attributable to research and education agreements under this subchapter; and

`(3) Amounts reimbursed to the Office of General Counsel under paragraph (1)(D) shall be available for use by the Office of the General Counsel only for staff and training, and related travel, for the provision of legal services described in that paragraph.

Finally, Robin Tippey has graciously provided the following materials about the Tucson VAMC open house for Novartis:

1. Novartis Open House Planning Document
2.
Narrative Summary After the Event

When NPCs encounter a potential collaborator that is new to CRADAs, Robin recommends that NPCs provide them with the CRADA FAQs (see attached updated version) and refer them to the web site for collaborators - http://www.research.va.gov/programs/tech_transfer/crada/collaborators.cfm

Don’t forget to send in your suggestions for quarterly NAVREF membership conference call topics.

Thank you.
