Note:  Title VIII of S. 1963 was approved by the Senate Committee on Veterans Affairs as title VI of S. 252, the Veterans Health Care Authorization Act of 2009.  On October 28, the identical bill was re-introduced as Title VIII of S. 1963.  In the linked documents below, please read title VIII of S. 1963 wherever there is a reference to title VI of S. 252.

 

Amendment to H.R. 2770

 

Objectives:

Clarify that VA employees may serve as NPC executive directors;

 

Raise the statutory audit thresholds for NPCs; and

 

Address a concern raised by the Office of Government Ethics about applying federal ethics regulations to these private sector organizations.
