It has come to our attention that there is some confusion over the
FHPP reporting template distributed to the field on August 31, 2004.
This message will hopefully help to clarify some of the issues.
1. FHPP reporting is only required for FY'04 activities. Industry
-sponsored studies whose budgets were negotiated prior to the effective
date of the directive (July 1, 2003) are not subject to the 10% fee.
2. The spreadsheet columns titled, "Funds (Money) Made Available
in FY 04 in support of FHPP......." (Column H & I) is intended
to capture funds actually paid to VA by the study administrator (NPC or
University) in support of FHPP-related costs (exclusive of any
"in-kind" contributions).
3. The columns titled "In-Kind Compliance Support $Value"
(Column K & L) is intended to capture the dollar value of FY 04
"in-kind" contributions from the study administrator (NPC or
University) to the VAMC in support of FHPP-related costs (exclusive of
actual money paid to VA). The spreadsheet also provides categories for
the type of "in-kind" contributions (Column J) provided by the
study administrator. If the "in-kind" contribution does not
fit into any of the defined categories you may classify it under the
"Other" category.
4. The formula driven columns titled "Total Support Made
Available By...." (Column M & N) is intended to represent the
total of "Funds Made Available in FY 04...." plus
"In-Kind Compliance Support $ Value" from the study
administrator(s). The total of cash and "in-kind" support
should be at least 10 percent of "Total Direct Cost of Studies in
FY 04...." (Column F & G).
5. The spreadsheet columns titled "VAMC FY 04 FHPP-related
cost...." (Columns O & P) should include all VA-paid cost
attributable to FHPP in FY 04.
