NAVREF PREFERRED VENDOR PROGRAM
This program is an ongoing effort to negotiate and secure national purchasing contracts for the benefit of all NAVREF members. Each vendor contract is designed to offer research and office supplies and services at the lowest possible cost. NAVREF's position with each vendor grows stronger when participating members direct foundation and PI purchasing to the preferred vendors. Each contract is reevaluated on an annual basis. The more volume NAVREF members generage, the better the pricing.
Based on a survey of NAVREF members, a contract target list was formed from the vendors that appeared most frequently. The vendors that participate in the program were carefully selected based on the following criteria:
- Willingness to offer preferred pricing
- Product variety, quality and availability
- Customer service and ease of ordering
- National distribution capability
- Return policy
Once a contract was negotiated, a NAVREF member list was supplied to the vendor to identify existing accounts or set up new accounts. All discounts are tied to the account number. Due to the large variety of products available from each vendor the discounts will vary.
Contact each participating vendor to establish an account number or, if you already have an account, make sure it has been identified with the NAVREF program.
- Identify yourself as a NAVREF member.
- Give the exact name of your Foundation.
- Establish your own "ship to" addresses.
- Request catalogs for all your P.I's.
- Notify your P.I's about the NAVREF Preferred Vendor Program.
- Encourage the P.I.'s to use the Preferred Vendors.
- Build a relationship with your local sales reps.
- Provide a PI contact list for the local sales representatives. They can help spread the word on a more technical level and encourage them to purchase from NAVREF's Preferred Vendors

Win/Win. Ideally, both sides win in a well-executed process of negotiation. The purchaser wins concessions. The vendor wins a valuable contract and a satisfied customer. When negotiating, start by determining your level of acceptable pricing. The desired level should be reasonably realistic and achievable.
Relationships. VA vs. University vs. Foundation. Building a strong relationship with local sales representatives can result in significant savings. Salesmen work on commission and want to do business with you. They often already know your PIs and can offer discounts equivalent to VA or University pricing. Here's one approach: The PI has a faculty appointment at the University, is conducting research within the VA hospital, and just happens to have his research funds administered by your foundation. The PI should be able to get the same price on products regardless of what funding source he/she is using. This approach works 90% of the time.
Equipment Purchases. Lab Source consistently provides good pricing on general laboratory equipment. They do not charge for shipping and for those foundations that have to pay sales tax, going out of state can result in hundreds of dollars in savings. Lab Source can cross-reference several suppliers like Fisher, VWR, Baxter, Daigger, PGC and many more. They have excellent customer service.
Computer/Software Supplies. Multiple Zones offers both PC & Macintosh computers and software. Surfing the web site www.zones.com can allow investigators the freedom to choose what they want and still get good pricing. NAVREF also has an agreement with Dell Computers for their "build to suit" customized computers.
Surgical Supplies. PSS (Physician Sales & Service) has nationwide locations and can offer substantial saving on surgical supplies. Because they regularly stock these items, they rarely have to back order.
Drugs & Surgical/Lab Supplies. Premier Vet Supply is our vendor for all drugs. They have consistently provided the lowest costs. They carry both surgical and lab supplies and provide, in most cases, next day delivery. There are no shipping charges on orders over $100.00.
Radioactive Items. NEN provides excellent customer service and an excellent pricing structure. Their shipping charges are only $5.00.
Lab Supplies. Fisher is our preferred vendor. They offer a large variety of products frequently used by many of our labs. They have a special program for start up labs that can result in large savings. When placing orders they will automatically suggest the generic brand extending even bigger discounts.
Office Supplies. Office Depot is a nationwide company. Because they carry such a wide variety of products, discounts can range from 7-70%. Currently, NAVREF's contract is better than both the University and the VA. It is important to build a good relationship with your local sales representative. Identify frequently used products and discuss them with your representative. In many cases additional discounts can be arranged.
Reagents/Reagent Systems. With an extensive array of DNA and RNA modifying enzymes, molecular weight markers, acid purification systems, thermal-stable DNA polymerases and PCR products, Promega & PE Applied BioSystems can meet the needs of most molecular biology research laboratories.

Federal Express. NAVREF members can receive government pricing by providing Federal Express with a letter from the VA stating you are a VA contractor.
Generic Equivalents. Asking for generic equivalents, when placing orders, will reduce costs over all. Fisher and Lab Source will automatically offer them.
Getting Around Sigma. Fisher & ICN offer cross-referencing of Sigma products. Although Sigma products are necessary for many researchers, they are often high priced on product and shipping charges. At this time they are unwilling to negotiate a favorable arrangement with NAVREF. Check NAVREF's Preferred Vendors for comparable products.
On-site Cell Culture Facility. If space allows, establishing a Cell Culture Facility can drastically reduce product and shipping costs. The vendor provides the freezers, tracks the inventory and re-stocks as needed.
University Storehouse. If your affiliated University offers a common use chemical storehouse, contact them directly. In many cases they have direct contracts with the manufacturer. Most individual vendor shipments carry a hazard fee and can greatly increase your costs.
Making Purchasing Easy. Simple forms and educating PIs on how to complete them will facilitate purchasing. Labs want to focus on the research, not the paperwork. Time lost in inefficiencies in purchasing can stifle any research organization.
